Xavier Nazario is Co-Founder and Managing Partner of Workforce Innovation Labs, Inc. (WIL), a California-based project management firm that helps community colleges, government agencies, foundations, and nonprofits execute complex, publicly funded initiatives with precision and impact. His work centers on diversity, equity, and inclusion and on developing and retaining California’s workforce talent—ensuring that economic mobility and opportunity are accessible to communities across California.
Before co-founding WIL, Xavier served as Regional Director of Employer Engagement for the California Community Colleges Workforce & Economic Development Division, where he developed partnerships across the business sector to align education with labor market demand and living-wage career pathways.
A teacher at heart, he has taught college courses in management and leadership at Santa Rosa Junior College. He currently teaches at Cal Poly Humboldt. Nazario holds dual bachelor’s degrees in Business Management and Philosophy from Santa Clara University and a Master of Public Administration from the University of San Francisco.
Xavier has been active in civic and community leadership in Santa Rosa. His board and advisory service includes USF North Bay Alumni, Santa Rosa Metro Chamber, and the Sonoma County Art Museum.
Nazario lives in West Santa Rosa with his wife and two daughters. In his free time, he enjoys hiking, traveling, great food, and helping his daughters explore science, business, and the arts. He is known for collaborative leadership, equity-centered design, and disciplined execution that strengthen institutions and build sustainable local economies.
